In Clause 2 Article 2 Circular No. 133 / 2014 / TT-BTC of the Ministry of Finance stipulating that cars are not subject to road use charges in the following cases:
- Destroyed by accident or by natural disaster;
- Confiscated or revoked vehicle registration certificate, license plate;
- Have an accident that cannot continue to be circulated for 30 days or more;
- Transport business vehicles of transport cooperatives and enterprises suspended from circulation for 30 consecutive days or more;
- Cars not in traffic, not using roads belonging to the road traffic system, only used within the land under the management of enterprises and cooperatives such as stations, ports, mineral exploitation zones , agriculture, forestry and cars used for testing by vocational training institutions.
